The year 1946 is not only the year of the second national football championship but also of many other national physical-cultural sports activities, which started to be developed everywhere in Albania.

It is also the year of a great international activity, the Balkan Games.

In order for these games to take place as well as possible, the youth of Tirana, in their spare time, after school work and sports activities, work on the completion of the national stadium “Qemal Stafa”.

Let’s stop at the national championship.

It started on April 14. The teams are again divided into two groups.

Group “A” includes: “Vllaznia” from Shkodra; “17 Nentori” of Tirana; “Besa” of Kavaje; “Apollonia” of Fier”; “Skenderbeu” of Korce and “Ylli i Kuq” of Pogradec.

In group “B”: Flamurtari of Vlore, “Bashkimi” of Elbasan; “Erzeni” of Shijak; “Shqiponja” of Gjirokastra and “Spartaku” of Korce.

In their group, the Shkodra team, just like a year ago, won all the matches, moreover, beating “17 Nentori” twice 1-0 in Shkoder and 5-1 in Tirana.

They collect 20 points and take first place. In the second group, the first place was taken by “Flamurtari” of Vlora, which suffered only one loss against “Bashkim” of Elbasan.

The first final match between “Vllaznia” vs “Flamurtar” took place in Vlora, on July 14, 1946. In the 4th minute of the first half, due to a mistake by the Vlora defense, Mirashi scored for shkodrans.

However, shkodrans played better and in the 13th minute of the second half they scored again through Mirashi.

Even in Shkoder after a few days, the same refrain continued. Helipjani scores in the 5th minute of the first half, followed by Coba and Shaqiri in the 16th and 35th minutes of the second half.

Shkodrans, that July evening, were at a party. For the second time in a row, they are the champion of the country.

“Vllaznia” from Shkodra, the champion of Albania in 1946. The second title in a row!

In the success of Shkodran, during these two years, without a doubt, the footballers played a big role: Fakja, Dibra, Barbullushi, Vasia, Gjeloshi, Helipjani, Shaqiri, Borici, Mirashi, etc.

In a match with the well-known Yugoslav team “Hajduk” from Split, held in Shkoder that same year, the Shkodra team won 2-1.
